If they want to view at level 0, then they are asking to see ALL posts, even those that are downmodded. It is their choice, and they have made a conscious decision to view those posts. It does not indicate that the 'site is unusable' or that the Admin need to change the way posts are displayed simply to meet the opinions of a few people.
