Load that story ( https://dev.soylentnews.org ) and see that there actually *is* a comment on it. Tried bouncing servers; no joy.

[11:05:22] <Bytram> I tried rerunning with a wait of 30s between posting comments (should not have to; am subscribed and have priv level 100k and 10k mod points) and only was able to get one comment to post asnd then got: ""You must wait a little bit before using this resource; please try again later."" again.

[11:54:42] <TheMightyBuzzard> Bytram, comment counts are a slashd job. it does not get bounced when you use the bounce script because it almost never needs bounced on prod.
[11:56:39] <TheMightyBuzzard> if someone else wants to slap it upside the head, /etc/init.d/slash(d?) restart but i've got another trip tomorrow that i need to get ready for today and comment counts on dev are way low priority.
