[17:16:56] <FatPhil> Devil's advocate hypothesis: he clicks a moderation that's not spam, and then uses the cursor keys to scroll the page. the page doesn't scroll, but his moderation selection does. he uses the mouse or page down instead, but doesn't go to fix the now-changed moderation.
